I have one of those machines at home. It's a Cardio Fit (I think it's by Lifestyler). On mine there's a resistance adjustment under the seat. It goes from 1 - 9. I have it on 2 right now and after 20 minutes, I really work up a sweat. I think the idea is to make sure you go through the full range of motion - pull yourself all the way up and then let yourself all the way back down.

Any machine that requires high intensity effort(rowing ,cycling, or ski-machine would be best for yourself), do not do sit-ups as you cannot spot reduce fat. Basically you have to expend more calories than you take in so diet is important.

There is no such thing as spot reduction. You can not just exercise your stomach and lose weight there. As you said you need to lose weight first. To tone up your stomach almost every form of sport or exercise will give you some benefit. You do not need those fancy machines to tone up your stomach. Doing different versions of sit ups can help. Some exercises, such as reverse crunches, are much tougher and doing 20 of them can be better than doing 60 normal crunches. Do some aerobics classes and take note of the tummy exercises they do, or look at books and try different exercises. Do the ones that you feel are harder, not the ones you can do most of.

Best advice, do activity whenever you can. For example, park you car away from the shops and walk that extra distance. Use the stairs. And cut out any obvious fat from your diet, eg. trim meat, less butter, etc.
